Meet our team

Tom is the Founder and CEO of NPHI, bringing over four decades of policy leadership and advocacy experience in Washington. A tireless champion for nonprofit providers, he works to ensure they thrive in a rapidly evolving healthcare landscape.

A steadfast champion for patients and families, Tom has dedicated his career to helping healthcare providers deliver compassionate, high-quality care across communities nationwide.

Carole is President of NPHI, bringing decades of executive healthcare experience to our organization. She leads the day-to-day operations of NPHI and drives efforts to elevate patient- and family-centered care.

A bold voice for equity and innovation, Carole is known for driving change—and for a story that’s anything but ordinary. Take a look at her bio—you’ll see why.

Dr. Muir is the Chief Medical and Innovation Officer at NPHI, where he leads our Innovation Lab—an initiative dedicated to advancing population health strategies, clinical best practices, and data-driven solutions across hospice and advanced illness care. 

A nationally recognized physician and leader, Dr. Muir brings decades of clinical and executive expertise to improving care quality and coordination for patients and families. 

Robin leads NPHI’s member engagement strategy, building opportunities for connection, collaboration, and growth across our member network. 

Her background spans years of healthcare leadership, including launching system-wide palliative care programs, advancing behavioral health initiatives, and supporting caregiver well-being through innovative, compassionate approaches to care.

Ethan serves as NPHI’s Senior Policy Director, where he leads our advocacy, regulatory, and federal strategic priorities on behalf of our national member network. 

With experience across government, consulting, and nonprofit sectors, Ethan brings a sharp policy lens and deep commitment to advancing high-quality, community-based advanced illness care.

Stephanie serves as NPHI’s Director of Member Services, where she manages all aspects of the member experience—from maintaining the member database and overseeing the Member Portal to coordinating events and education initiatives. 

She plays a vital role in supporting members from the moment they join NPHI and ensuring their experience is smooth.

Matt leads communications and marketing at NPHI, where he drives messaging, public relations, and brand strategy to elevate the voice of nonprofit hospice and advanced illness care. 

With experience across policy, nonprofit, and private sectors, he brings a strong foundation in storytelling, stakeholder engagement, and strategic communication to support NPHI’s mission and impact.

Margherita is NPHI’s Regulatory and Compliance Director, bringing a solid understanding of regulatory and compliance standards across the home care continuum. 

A seasoned clinician, educator, and thought leader, she champions frameworks that elevate home-based care—particularly palliative care—and supports providers in delivering safe, integrated services that improve patient outcomes.

Quin is a Policy Analyst at NPHI, where he supports key policy and advocacy initiatives through research, analysis, and strategic communications. 

From managing forums and workgroups to tracking emerging trends and legislation, Quin plays an integral role in helping NPHI support our members and advance our initiatives. 

Alexandra supports NPHI’s Communications and Member Programs efforts by developing resources, manage communications initiatives, and foster member engagement.

Her background spans healthcare advocacy, marketing, and public relations. 

Jennifer serves as NPHI’s Operations Coordinator, supporting internal operations, executive scheduling, and membership engagement. 

She supports NPHI’s leadership and members by coordinating programs, strengthening engagement, and ensuring mission-critical work moves forward efficiently and effectively.

Wendy supports NPHI as our Finance Coordinator, helping oversee accounting operations and ensuring financial accuracy across the organization. 

She brings a rich and varied background in finance, real estate, and healthcare, with prior roles at Ameriprise Financial and Nathan Adelson Hospice. 

CB serves as NPHI’s Events Producer, leading the production of our signature gatherings.

With decades of creative production experience, CB specializes in designing dynamic, mission-driven events that leave a lasting impact on attendees.

Senior Advisor team members

Judi is a nationally respected expert in hospice regulation and compliance, bringing decades of advocacy and leadership to her role as Senior Advisor, Fraud & Abuse at NPHI. 

Known for translating complex policy into actionable guidance, Judi has helped shape the regulatory landscape of hospice care across the nation.

Larry brings over four decades of national policy leadership to his role as Senior Advisor, Policy & Advocacy at NPHI, where he helps guide our regulatory strategy and advocacy efforts. 

A seasoned expert in health and social policy, Larry has held influential positions across government, industry, and the nonprofit sector—shaping long-term care reform and advancing equitable, person-centered policy solutions.

Peter serves as a strategic advisor to NPHI, helping members harness their hospice expertise to thrive in a value-based healthcare landscape. 

With decades of experience in marketing, consulting, and advance care planning, he brings deep industry insight and a collaborative spirit to his work with NPHI and its partners.

Marian is a practicing palliative care clinician, educator, and policy expert who serves as a consultant to NPHI and several leading organizations focused on advanced illness care. 

With a background that spans Capitol Hill, academic medicine, and marketing, she brings a unique blend of clinical insight and strategic communication to support better care, advocacy, and outcomes for patients and families.

Jeff serves as NPHI’s Group Purchasing Network Advisor, drawing on over 40 years of experience in oncology, hospice, and palliative care leadership. 

He supports members by identifying operational efficiencies and cost-saving opportunities that help redirect resources toward high, quality, patient-centered care. 

Annette currently serves NPHI as a Technical Strategic Advisor, drawing on over forty years as a compliance and quality expert in the hospice and serious illness community.

She represents NPHI on the Post-Acute Care/Long-Term Care (PAC/LTC) Pre-Rulemaking Measure Review (PRMR) Committee—contributing her expertise to the Partnership for Quality Measurement endorsement process.
