Meet our team

Tom is the Founder and CEO of NPHI, bringing over four decades of policy leadership and advocacy experience in Washington. A tireless champion for nonprofit providers, he works to ensure they thrive in a rapidly evolving healthcare landscape.

A steadfast champion for patients and families, Tom has dedicated his career to helping healthcare providers deliver compassionate, high-quality care across communities nationwide.

Carole is President of NPHI, bringing decades of executive healthcare experience to our organization. She leads the day-to-day operations of NPHI and drives efforts to elevate patient- and family-centered care.

A bold voice for equity and innovation, Carole is known for driving change—and for a story that’s anything but ordinary. Take a look at her bio—you’ll see why.

Dr. Muir is the Chief Medical and Innovation Officer at NPHI, where he leads our Innovation Lab—an initiative dedicated to advancing population health strategies, clinical best practices, and data-driven solutions across hospice and advanced illness care. 

A nationally recognized physician and leader, Dr. Muir brings decades of clinical and executive expertise to improving care quality and coordination for patients and families. 

Robin leads NPHI’s member engagement strategy, building opportunities for connection, collaboration, and growth across our member network. 

Her background spans years of healthcare leadership, including launching system-wide palliative care programs, advancing behavioral health initiatives, and supporting caregiver well-being through innovative, compassionate approaches to care.

Ethan serves as NPHI’s Senior Policy Director, where he leads our advocacy, regulatory, and federal strategic priorities on behalf of our national member network. 

With experience across government, consulting, and nonprofit sectors, Ethan brings a sharp policy lens and deep commitment to advancing high-quality, community-based advanced illness care.

Stephanie serves as NPHI’s Director of Member Services, where she manages all aspects of the member experience—from maintaining the member database and overseeing the Member Portal to coordinating events and education initiatives. 

She plays a vital role in supporting members from the moment they join NPHI and ensuring their experience is smooth.

Matt leads communications and marketing at NPHI, where he drives messaging, public relations, and brand strategy to elevate the voice of nonprofit hospice and advanced illness care. 

With experience across policy, nonprofit, and private sectors, he brings a strong foundation in storytelling, stakeholder engagement, and strategic communication to support NPHI’s mission and impact.

CB serves as NPHI’s Events Producer, leading the planning and execution of our signature gatherings—including our Annual Summit, Winter Leadership Meeting, and Washington Leadership Conference. 

With decades of creative production experience, CB specializes in designing dynamic, mission-driven events that leave a lasting impact on attendees.

Margherita is NPHI’s Regulatory and Compliance Director, bringing a solid understanding of regulatory and compliance standards across the home care continuum. 

A seasoned clinician, educator, and thought leader, she champions frameworks that elevate home-based care—particularly palliative care—and supports providers in delivering safe, integrated services that improve patient outcomes.

Alexandra supports NPHI’s Communications and Member Programs efforts by developing resources, manage communications initiatives, and foster member engagement.

Her background spans healthcare advocacy, marketing, and public relations. 

Quin is a Policy Associate at NPHI, where he supports key policy and advocacy initiatives through research, analysis, and strategic communications. 

From managing forums and workgroups to tracking emerging trends and legislation, Quinten plays an integral role in helping NPHI support our members and advance our initiatives. 

Sally serves as NPHI’s Administrative Coordinator, supporting internal operations, executive scheduling, and membership engagement. 

With 8+ years of experience and an MBA, Sally brings a proven track record in project leadership, stakeholder relations, and process improvement—helping drive efficiency and collaboration across the organization.

Wendy supports NPHI as our Finance Coordinator, helping oversee accounting operations and ensuring financial accuracy across the organization. 

She brings a rich and varied background in finance, real estate, and healthcare, with prior roles at Ameriprise Financial and Nathan Adelson Hospice. 

Senior Advisor team members

Larry brings over four decades of national policy leadership to his role as Senior Advisor, Policy & Advocacy at NPHI, where he helps guide our regulatory strategy and advocacy efforts. 

A seasoned expert in health and social policy, Larry has held influential positions across government, industry, and the nonprofit sector—shaping long-term care reform and advancing equitable, person-centered policy solutions.

Peter serves as a strategic advisor to NPHI, helping members harness their hospice expertise to thrive in a value-based healthcare landscape. 

With decades of experience in marketing, consulting, and advance care planning, he brings deep industry insight and a collaborative spirit to his work with NPHI and its partners.

Marian is a practicing palliative care clinician, educator, and policy expert who serves as a consultant to NPHI and several leading organizations focused on advanced illness care. 

With a background that spans Capitol Hill, academic medicine, and marketing, she brings a unique blend of clinical insight and strategic communication to support better care, advocacy, and outcomes for patients and families.

Judi is a nationally respected expert in hospice regulation and compliance, bringing decades of advocacy and leadership to her role as Senior Advisor, Fraud & Abuse at NPHI. 

Known for translating complex policy into actionable guidance, Judi has helped shape the regulatory landscape of hospice care across the nation.

Jeff serves as NPHI’s Group Purchasing Network Advisor, drawing on over 40 years of experience in oncology, hospice, and palliative care leadership. 

He supports members by identifying operational efficiencies and cost-saving opportunities that help redirect resources toward high, quality, patient-centered care. 

Annette serves as NPHI’s Technical Strategic Advisor, bringing nearly four decades of experience in hospice compliance and quality improvement. 

She supports members through coaching, education, and advocacy—helping elevate best practices and advance care delivery across the nonprofit community.

Executive & Strategic Advisors

Ray serves as a Senior Strategic Advisor to NPHI, helping shape policy, messaging, and advocacy strategies to elevate nonprofit hospice and advanced illness care. 

He brings decades of public policy expertise through his leadership at Healthsperien, where he guides clients across sectors in navigating complex healthcare challenges.

 

Andrew is a Senior Strategic Advisor to NPHI, offering guidance on federal policy, advocacy, and value-based care transformation. 

As Founding Principal of Healthsperien, he brings decades of experience shaping national healthcare strategies and championing person-centered solutions across sectors.

Patrick is a former U.S. congressman and nationally renowned mental health advocate who led the passage of the Mental Health Parity and Addiction Equity Act, a landmark law requiring equal insurance coverage for mental health and substance use treatment. 

As the founder of The Kennedy Forum and co-author of A Common Struggle, he continues to champion bold, evidence-based solutions to transform mental health care in the United States.

Dr. Mach is a Senior Advisor to NPHI, offering deep clinical and business expertise in geriatric and complex care delivery. 

With decades of leadership across managed care and home-based services, he helps shape strategies to better serve high-need, high-risk populations.

Diana serves as Chair of NPHI’s Board and is the President & CEO of HopeHealth, one of New England’s largest nonprofit hospice and palliative care organizations. 

A nationally respected leader in advanced illness care, Diana has championed clinical innovation, academic partnerships, and community-based care models throughout her career.

Debbie is Executive Director of Hospice of the Valley and Vice Chair of NPHI’s Board. 

Under her leadership, Arizona’s largest hospice has expanded significantly while continuing to champion compassionate care, dementia innovation, and support for patients and caregivers.

Karen is President of Chapters Health West and serves as NPHI’s Board Treasurer. 

With nearly two decades of healthcare leadership, she has expanded access to hospice services across Southern Nevada and continues to champion dignity, innovation, and quality for patients and families.

Viki is CEO of Community Healthcare of Texas, the state’s largest nonprofit hospice and palliative care provider. 

A passionate advocate for patient-first care, Viki brings decades of experience and leadership to expanding access, eliminating barriers, and advancing the nonprofit hospice mission across Texas.

Cathy leads Hospice of Santa Cruz County as CEO, championing dignity, compassion, and access to high-quality care. 

With a background in nonprofit leadership and community health, Cathy has expanded innovative programs that support patients, families, and caregivers across the Central Coast.

David is the President and CEO of Hosparus Health, a leading nonprofit provider supporting patients and families across Kentucky and Indiana. 

With deep experience in healthcare leadership, David is committed to expanding equitable, compassionate care for people facing serious illness throughout the region.

Bill brings four decades of leadership in hospice and end-of-life care, advancing innovation, quality, and access through his work at the local, state, and national levels. 

As CEO of Western Reserve Care Solutions and Hospice of the Western Reserve, he leads with strategy and heart—volunteering regularly as a caregiver in hospice inpatient units.

Phillip leads Samaritan, one of the nation’s oldest and most respected nonprofit hospice providers, with a clear focus on compassionate, patient-centered care. 

With over 30 years in healthcare leadership, his work blends clinical excellence with a deep commitment to expanding access and equity across the continuum of care.

Patti is a nationally recognized leader in end-of-life care, with decades of experience helping hospice organizations thrive through strategic growth, compassionate leadership, and high-performance culture. 

As founder of The Watershed Group, she continues to guide mission-driven providers in delivering exceptional care to patients and families across the country.

Lynne has served as President and CEO of Agrace since 2012, leading the organization through remarkable growth and service diversification—from hospice and palliative care to adult day services and durable medical equipment. 

A respected voice in healthcare leadership, she serves on several national boards, including NPHI, and is widely recognized for her impact across the field.

Samira is a nationally respected healthcare leader whose decades of advocacy, innovation, and service have helped transform care for people facing advanced illness, grief, and loss. 

As a founder of NPHI and current EVP at Chapters Health System, she continues to elevate the field with visionary leadership rooted in personal experience and deep compassion.

Christy is a co-founder of NPHI, an individual whose vision and innovation have shaped the landscape of nonprofit hospice and advanced illness care. 

As the founder and longtime CEO of HopeWest, she built a nationally admired model of community-based care and continues to drive impact through consulting and policy work focused on improving hospice and Medicare systems.
