At the National Partnership for Healthcare and Hospice Innovation (NPHI), we are equally committed to protecting the nonprofit hospice provider community that delivers this care every day. Program integrity is essential not only to safeguarding patients, but to ensuring that mission-driven, community-based organizations can continue to serve without disruption.

Let’s be clear: challenges related to fraud and abuse are not a reflection of the hospice model itself. They stem from a subset of bad actors exploiting gaps in oversight. Our role is to help close those gaps while protecting both patients and the nonprofit providers who uphold the highest standards of care.

NPHI is actively engaged with federal leaders to strengthen oversight, improve accountability, and support policies that reinforce high-quality care.

Our efforts include:

Engaging directly with policymakers and regulators to advance targeted, evidence-based approaches to enforcement

Providing ongoing input on regulatory and legislative proposals that impact hospice providers nationwide

Supporting data-driven strategies that distinguish high-performing providers from those engaging in fraudulent activity

Facilitating site visits for senior leadership at the Centers for Medicare & Medicaid Services (CMS) to experience firsthand what high-quality hospice care looks like in community-based settings

Elevating the voice of nonprofit providers in national conversations around program integrity

OUR STANCE

Where We Stand

NPHI is clear and consistent in its position: protecting patients and preserving the integrity of the hospice benefit must remain a top priority.

We work closely with the Administration and with senior leadership at CMS to target and root out fraudulent providers. At the same time, we advocate for solutions that do not place unnecessary burdens on high-quality nonprofit organizations that are already delivering exceptional care.

Our approach is focused, balanced, and grounded in real-world experience.

We are proud to have Judi Lund Person serving as Senior Advisor on Fraud and Abuse. Judi is nationally respected for her decades of work in hospice regulations and program integrity. Her guidance helps shape our strategy and ensures that our efforts remain grounded in both experience and impact.
